THE 10TH LEGISLATIVE COUNCIL HOLDS PUBLIC HEARING ON SEVEN DRAFT BILLS SET TO BECOME BYE-LAWS IN IBEJU-LEKKI LOCAL GOVERNMENT

The 10th Legislative Council of Ibeju-Lekki Local Government, under the leadership of the Leader of the House, Hon. Olayinka Mojeed Oluwafemi, on Wednesday, November 12, 2025, held Public Hearing on seven (7) draft bills scheduled for their third reading, after which they are expected to become official Bye-Laws guiding the affairs of the Local Government. The well-attended public hearing, held at the Legislative Building of Ibeju-Lekki Local Government Secretariat, had in attendance top dignitaries including the vice chairman, Chief of Staff, Political leaders, royal fathers, CDC body, Management Staff, Can body, Imam body, Urhobo group, Body of the Conference 57 Clerks, Women and Men Leaders, youth representatives, stakeholders and members of the General Public. In his welcome address, the Leader of the House, after recognizing the presence of dignitaries, enlightened the Public on the importance of the proposed bye-laws to the overall growth and good Governance of the Local Government. He emphasized that the bye-laws, when passed, would serve as a guiding framework for the Executive Chairman in delivering the dividends of democracy to residents particularly in the areas of education through scholarships, road regulation and Community development. “These laws are not just documents,” he noted, “they are instruments that will strengthen Governance, protect lives and properties and ensure accountability in Ibeju-Lekki Local Government.” The Clerk of the House thereafter read out the seven (7) bills to the hearing of all stakeholders present and that includes; A Bill for an Act to Regulate Encroachment on Road Setbacks, prescribe penalties for violations and address related offences in Ibeju-Lekki Local Government. (Bill No. 001/2025). A Bill for the Establishment of Ibeju-Lekki Local Government Scholarship Board. (Bill No. 002/2025). Ibeju-Lekki Local Government Market Regulation Bill. (Bill No. 003/2025) A Bill for the Establishment of Ibeju-Lekki Local Government Road Management Office and Regulation of Road Ushers. (Bill No. 004/2025) A Bill for the Regulation and Control of Motorcycle (Okada) and Tricycle (Keke) Operations for Commercial Purposes in Ibeju-Lekki Local Government. (Bill No. 005/2025) Ibeju-Lekki Local Government Street Naming Regulation Bill. (Bill No. 006/2025) A Bill to Establish Requirements for Proof of Address for Residents of Ibeju-Lekki Local Government Area of Lagos State. (Bill No. 007/2025) The Local Government Legal Team also addressed the gathering, stressing the strategic importance of the proposed bye-laws in safeguarding the administration’s policies and ensuring the legality of its actions. They noted that the bye-laws would help institutionalize order, transparency and fairness in Governance at the grassroots level. During the interactive session, stakeholders expressed their support and raised constructive observations on some of the bills. Political Apex Leaders commended the initiative, describing the Setback Regulation Bill as crucial to protecting lives and properties and ensuring proper town planning. Alhaji M.O Kazzim suggested that the Street Naming Bill should have affordable financial implications for indigenous residents. Youth Representatives urged that young people be fully included, especially in the implementation of the Scholarship Board Bill, as it would promote equal opportunities and foster stronger relationships between the Government and the youth. Overall, participants lauded the proactive nature of the Legislative Council for its commitment to inclusive Governance through public engagement, transparency and people-oriented policies. They also applauded the Executive Chairman, *Hon. Engr. Abdullahi Sesan Olowa*, for his administration’s dedication to Community development and for continuously prioritizing the welfare of Ibeju-Lekki residents. The 10th Legislative Council reaffirmed its commitment to pass the seven bills into bye-laws after the third reading, thereby giving Ibeju-Lekki Local Government a solid legislative framework to advance its vision of becoming “the new Lagos” in practical terms.
